为什么这个if放前面就不能了，像图中红圈和绿圈的句子，不是只不过颠倒了顺序吗？求补充！！！

【2】whether引导主语从句出现or not只可以用whether不可以用if。
【3】不定式to+动词原形前只可以用只可以用whether不可以用if。
【4】介词宾语从句只可以用whether不可以用if。
【5】当宾语从句提到句首表示强调，只可以用whether不可以用if。
【6】只可以用whether引导主语从句，表语从句，同位语从句。
【7】为了防止歧义，动词discuss用whether引导宾语从句，不需要if引导。
